PURPOSE OF THE POSITION :
The Country Finance Administrator (CFA) is a key financial and administrative support role responsible for managing and executing various project-related financial and logistical tasks. The CFA supports Project Coordinators, Shared Services, and project teams in taking charge of the project’s budget, ensuring efficient cash management, accurate financial record-keeping in Xero, and seamless logistical arrangements for activities and travel.
KEY RESPONSIBILITIES
- Manage cash advances, ensuring timely liquidation, complete supporting documentation (receipts, breakdowns, tagging), and return of excess funds when applicable.
- Manage the DIWA-Japan revolving fund in accordance with DIWA finance protocols.
- Hold and manage the company credit card for authorized transactions.
- Process and/or support expense reimbursements, premium payments, per diem, and professional fees in accordance with role- and location-specific guidelines.
- Ensure all expense reimbursements and payments are properly recorded and filed through Xero.
- Coordinate booking of hotels, flights (with travel agents), and other travel arrangements based on Project Coordinator recommendations.
- Arrange and process payments for accommodations, venue packages, flights, and other project-related expenses.
- Purchase travel insurance for staff upon validation of complete travel details provided by the Project Coordinator.
- Support the preparation and drafting of expense invoices for clients in coordination with Shared Services.
Country Specific Responsibilities – Japan Office:
- Assist the Country Director in maintaining a systematic process for recording and liquidating DIWA-Japan–related expenses.
- Process expense reimbursements in local currency as needed.
- For full time staff visiting Japan, arrange and reimburse their own flights and airport transfers through Xero.
- Submit a consolidated quarterly accounting report to the Manila Office detailing all financial activities and the current balance of the Japan account.

SKILLS AND QUALIFICATIONS
- Proven proficiency in English and Japanese languages required.
- 1-3 years of experience in any field.
- Excellent problem-solving ability
- Good knowledge of techniques for planning, monitoring, and controlling programs
- Excellent communication skills and having a collaborative mindset are essential
- Ability to meet and manage deadlines, achieve targets, and provide all required inputs to deliverables
- Ability to work with people of different cultures
